In the fourth, on the stages of karma: 'Due to weak unwholesome [karma], one is born among animals', and so on. The Daśabhūmika Sūtra states: the middling grade leads to birth as an animal, and the lower grade leads to birth as a hungry ghost. This differs from that. Ghosts are of two kinds: 1. those with merit; 2. those of meager merit. Here it speaks from the standpoint of those of meager merit, hence the middling grade; that speaks from the standpoint of those with merit, hence the lower grade; thus they do not conflict. Karma that arises in the present is called karma in the stage of arising; karma that was performed in the past, having arisen and ceased, leaving only karmic seeds, is called karma in the stage of karmic impressions (vāsanā).
