In the former, if one relies on the general meaning in the preceding fascicle, it encompasses both sharp and dull individuals; regarding practice there are seven: namely, those of much greed, much hatred, much delusion, clinging to self, discursive thought, equal parts, and thin dust, or it may encompass them all completely. Regarding aspiration there are three: namely, of the three vehicles it is only the śrāvakas, because that sūtra speaks to "the bhikṣus," and bhikṣus are close to the Buddha, being solely the assembly of śrāvakas, and therefore not pratyekabuddhas. Pratyekabuddhas appear in an era without a Buddha, hence it says "because pratyekabuddhas awaken separately." Nor is it bodhisattvas, because they each separately tame their own retinue, and so it does not speak of dwelling together to cultivate the benefit of morality.
