As for "the basis": the sentient beings of the three realms that are taken as objects are summarized into three classes: first, those with neither suffering nor pleasure—granting them pleasure is called loving-kindness; second, those with suffering—rescuing them is called compassion; third, those with pleasure—sympathizing with their joy is called sympathetic joy. Toward the first class one gives rise to the idea of being free from delusion; toward the second class one gives rise to the idea of being free from hatred; toward the third class one gives rise to the idea of being free from greed; and causing them equally to be free from evil is called equanimity. This adduces the object of loving-kindness to encompass the other three. Regarding "explaining the possession of the three": the specific characteristics are as indicated in other sūtras.
