Ji says: Below the phrases "those capable of investigation," "those capable of reflection," and "abiding in the stage with investigation and reflection," it refers to how a person of the desire realm may at times not give rise to investigation and reflection; if a person does give rise to this investigation and reflection, they are called "one capable of investigation," and so on. If one contrasts the desire realm with the form realm, they are called "those abiding in investigation and reflection." Furthermore, it is said: "those capable of investigation" points to persons at the time when they are actively giving rise to investigation and reflection; "abiding in the stage with investigation and reflection" refers to persons who possess investigation and reflection. "Dwelling in the state of an ordinary person" means that because the noble ones abide in taintlessness, they do not delight in distraction, extensive debate, and the like; ordinary persons, being endowed with distraction, mostly delight in debate, and thus it refers solely to those dwelling as ordinary persons. Furthermore, although noble ones possess the seeing of the truths and have some small measure of the pramāṇas of inference, perception, and noble testimony, they have already directly realized [the principle], whereas worldlings have uniformly not yet directly realized it and mostly generate inferential knowledge; therefore, among the many rationally established [matters], it explains that the inferential reasoning of worldlings is rationally established with respect to phenomena.
