12.158

論云「一切行相，一切智智灌灑其頂」者，謂以法水灌灑其頭，名一切行相，此乃一切智智之所作也。一一勘經，大有配判文。

Regarding the treatise's statement, "All modes of activity and the knowledge of all knowledges anoint their heads": This refers to anointing their heads with the water of the Dharma, which is called "all modes of activity"; this is indeed that which is performed by the knowledge of all knowledges. Check each against the sūtras, where there are extensive passages coordinating and determining this.
