於業無知，生非處信中云「魯達羅天」，此名暴惡天。「毘瑟𦬻天」，此名惑天，能幻化雁烏等種種形故。二皆是自在天之八變化身。或云毘瑟𦬻天是婆藪天之化身也。「世主天」者，梵天也。

In [the passage on] ignorance regarding karma giving rise to improper faith, it says 'Rudra Deva': this is named the Fierce and Evil Deva. 'Viṣṇu Deva': this is named the Delusion Deva, because he can magically transform into various forms such as wild geese and crows. Both are the eight transformation bodies of Maheśvara. Or some say that Viṣṇu Deva is a transformation body of the Vasu Devas. 'Lord of the World Deva' is Brahmā.
