Regarding the treatise statement: "Because the water is salty, for land-dwelling sentient beings, one portion is difficult to obtain": this means that except when a wheel-turning king appears in the world, whose minister-of-the-treasury jewel, if placing his hand into the great ocean, has all the gems in the sea come forth with it, in which case there are those who obtain jewels; thus, it is now excluded.
