2.89

「由有廣大福聚成熟，及廣大五欲天子生時」者，梵行大德天子生時，名大福聚天。生非梵行者，俱於五欲廣大受用，名廣大天。

Regarding "due to the maturation of a vast mass of merit, and when devaputras of vast five desires are born": when devaputras of the great virtue of celibacy (brahmacarya) are born, they are called devas of the great mass of merit. When those who are not celibate are born, enjoying vast indulgence in the five desires, they are called vast devas.
