3.36

「如說一切有，謂十二處」者，此言意顯十二處通三世，意識所緣法境，三世俱是，若去來無，便違此教。

"As it is said that all exists, meaning the twelve āyatanas": this is intended to show that the twelve āyatanas encompass the three time periods, and the sphere of phenomena (dharmadhātu) that is the cognitive object of mental consciousness belongs to all three time periods. If past and future did not exist, it would contradict this teaching.
