“Furthermore, dwelling in the Central Land and not being born in the borderlands”: explained according to worldly convention, only the five Indias are called the Central Land, because the people of the Central Land possess correct practice; all the rest are borderlands, for even if they slightly possess such practice, mostly they do not. As transmitted in the Buddha’s Dharma, only Central India is called the Central Land, because its deportment and etiquette accord with correct principle, and the bhikṣus and others possess correct practice and possess the correct attainment; although others slightly possess it, mostly they go against proper etiquette, and their practice is impure, so all are called borderlands. “Dasyu” refers to the petty, inferior, base, and low agricultural castes. “Mleccha” refers to those who delight in defilement and impurity.
