8.20
論曰「若於如法宣白加行，住慈悲心，展轉與欲」者，此即為法事時，如理白眾，應住慈心，受彼人欲。
Where the treatise says, "If, in the preparation of announcing in accordance with the Dharma, one abides in a mind of loving-kindness and compassion, mutually giving consent": this means that when performing Dharma acts, properly announcing to the saṃgha, one should abide in a mind of loving-kindness and receive that person's consent.
