Here, volitional formations are said to apply to body, speech, and mind, consisting solely of active states and seeds that are wholesome or unwholesome, with nominal form and volition (cetanā) as their intrinsic nature. These also have three kinds, because they induce three fruits. What serves as the link of volitional formations is also only the karma that induces the total [maturation] and both [total and particularizing]. The Vijñaptimātratāsiddhi says: only that which is initiated by that [ignorance] is designated as volitional formations. Consequently, all karma to be experienced in the present life and particularizing auxiliary future karma are not the link of volitional formations, because only the volitional formations initiated by the aforementioned ignorance constitute the link. The form of bodily and vocal karma is called nominal form because it is established relying on the active states and seeds of volition; mental karma is purely volition, constituting the entity of the link of volitional formations. By extension, since whatever is wholesome or unwholesome in the five consciousnesses is not the link of volitional formations, it is clearly known that they cannot induce total retribution.
