述曰：此第二段，文有其三，敘外人難。若無實我，無實作、受。既無作、受，法體應空。應立量云：一切有情應無作、受；以無我故；如龜毛等。次論主質。

The Commentary states: This is the second section; the text has three parts, recounting the outsider's objection. If there is no real self, there is no real agent or experiencer. Since there is neither agent nor experiencer, the entity of dharmas should be void. One should establish the syllogism: 'All sentient beings should lack action and experience; because of the absence of a self; like a turtle's hair, and the like.' Next, the author of the Treatise questions them.
