述曰：實句義中有礙、常者，即地、水、火、風父母極微及意，彼為礙故。此等五法應是無常；皆有礙故；如麁地等。麁地等法彼自計執為無常故。宗、因、喻等，如文可知。

The Commentary states: Those among the category of substance that have obstruction and are eternal are the parental paramāṇus of earth, water, fire, and wind, as well as manas, because they hold them to have obstruction. These five dharmas should be impermanent; because they all have obstruction; like gross earth and so forth. Gross earth and such dharmas are held by themselves to be impermanent. The thesis, reason, and example are clear from the text.
