述曰：大自在因一切時有，以是常故，何不眾生欲及緣一切時頓生？量云：汝言無欲及緣起時，欲、緣應起；許自在天體恒有故；如餘起時。此同《瑜伽》第六、七說，不能繁引。

The Commentary states: The cause, Great Maheśvara, is present at all times because he is eternal; why then should the desires of sentient beings and the conditions not be produced instantaneously at all times? The syllogism runs: 'At the time when you say desires and conditions have not arisen, desires and conditions should arise; because you admit that the substance of the Lord is eternally present; like any other time when they arise.' This is the same as what is stated in fascicles six and seven of the Yogācārabhūmi, which cannot be cited at length.
