The Commentary states: Since oneness and difference are mutually contradictory, just as suffering and pleasure have different substances, oneness and difference should have distinct substances; because they are mutually contradictory; like suffering and pleasure, and so on. As for oneness and difference being identical in substance, whereby both fail to be established: oneness and difference should not be of identical substance; because their marks are mutually contradictory; like suffering and pleasure, and so on. If it is one, then it is not one, because its substance is different—like difference; if it is different, then it is not different, because its substance is one—like oneness. By saying "both fail to be established," it means that both oneness and difference fail to be established.
