The Commentary states: 'Dhātu' means storehouse: unconditioned merits are stored by nirvāṇa, and conditioned merits are contained by bodhi. Or it has the meaning of cause, whether serving as an objective condition or as an activating condition, successively transmitted to bring about benefit and so forth—meaning that its essence can produce the beneficial and joyful affairs of the five vehicles, both worldly and supramundane, or serve as a condition to produce beneficial and joyful affairs for others. Why do sūtras say that while in entanglement it is named tathāgatagarbha, and when free from entanglement it is named the dharmakāya? Here, only when free from entanglement is it called a storehouse. That is according to stage; this is according to substance. Or that relies on having obstructions versus being unobstructed to distinguish the Dharma portals; this clarifies the root and the branch, and therefore they do not contradict each other. This concludes the overall explanation of the first line.
