The Commentary states: Everything conditioned is an aggregate, and all dharmas are said to be subsumed under the bases and elements. General treatises speak of nineteen elements and so forth, but because the Vimalakīrtinirdeśa-sūtra refutes this, it is not that the Tathāgata's faculties and objects are not subsumed under the eighteen elements and so forth. This refutes the first master's view that the Tathāgata's faculties and objects are not subsumed under the elements and bases. If, because they cut off verbal proliferation, they were not the elements and so forth, then neither should this verse state that the Tathāgata's virtues are precisely the anāsrava element, virtuous, permanent, and blissful, nor should they be named the liberation body and so on. Since the liberation body and so on can be designated, why should it not be reasonable that the aggregates, bases, and elements can also be designated?
