The Commentary states: Even if your posited wind were allowed to be manifest, it would encompass good and evil, but tangible dharmas should not encompass good and evil. Wind is not manifest karma, because it is subsumed under the locus of tangibles, like fire, water, and so forth. If there were no such entity, hands and so forth could not move; external grass, trees, and so forth have no such cause of movement, so how could they move? Wind is definitely not this; because it is neither good nor evil; like water and so forth. If one accepts that wind has good and evil, that is incorrect; because it is subsumed under the tangible base (sparśāyatana); like water and so forth.
