述曰：此顯異生聖者俱有，不成就異生等言，至下當釋。此且引經，證得等有。

The Commentary states: This shows that both ordinary worldlings and noble ones possess [these]; the words "do not accomplish", "ordinary worldling", and so forth will be explained below. This merely cites the sūtra to prove that acquisition and so forth exist.
