述曰：《毘婆沙》中雖有二說，得於所得，能起不失；《婆沙》本意取不失因，生能起法，非得能故。下難有二，此外人言：能起諸法，起者生也，即生彼法義。

The Commentary states: Although there are two explanations in the *Vibhāṣā*—that with respect to what is acquired, prāpti can give rise [to it] and [cause it] not to be lost—the original intention of the *Vibhāṣā* takes it as the cause of non-loss, while [the mark of] arising can give rise to phenomena, and it is not the capacity of prāpti. The refutation below has two parts. Here the opponent says: It can give rise to phenomena; 'giving rise' means generating, which signifies generating those phenomena.
