述曰：一切非情即外具等，應永不起；以無得起故；如龜毛等。彼宗不許外法非情，有得得故。過去、未來已成就法，應恒常起；以有得故；如現得法。

The Commentary states: All insentient things, namely external utensils and so forth, should never arise; because there is no prāpti to give rise to them; like a tortoise's hair and so forth. That school does not accept that external, insentient phenomena have prāpti that acquires them. Furthermore, past and future phenomena that have already been possessed should constantly arise; because there is prāpti; like phenomena whose prāpti is present.
