The Commentary states: This is an objection by the Vaiśeṣikas. It contains three parts: first, stating the objection; next, refuting it; and finally, concluding with the correct view. The first has three parts: first, stating the overall purport of the objection; next, stating the principle and the example; and finally, establishing the objection. This is the first. As stated above, there is no real self or phenomena, yet worldly and sacred teachings still speak of metaphorical designations (prajñapti). Based on what are these metaphorical designations spoken? One cannot metaphorically speak of ox hair resembling tortoise hair, because that which is resembled completely lacks substance.
