The Commentary states: Below, the third section generally presents how nominal designation does not rely upon real entities. That is, this nominal intellect and expression necessarily arise in reliance on sound. Just as upon hearing [the name of] a certain person one immediately conditions him or gives rise to speech, so it necessarily relies on sound; just as forming the conceptualization of matter and speaking the word 'matter' can only be understood because of hearing another's sound saying 'matter'. 'Expression' refers to names and the like, because they have the function of expressing and discerning. 'Sound' refers to communicative action; although they are not separate from each other, each is based on a distinct preeminence. [Objection:] If that is so, infants and the like would lack inferential intellect, and those born into the formless realm would also lack inferential intellect, because they do not hear others' sounds to give rise to nominal intellect. This reasoning is incorrect. Just as when a mouse hears the sound of a cat or sees a hawk and the like, it immediately flees in haste—could it be that having been born, it is able to give rise to direct realization? This mouse was eaten by cats or hawks in a previous life; now, having seen [them], an inferential intellect arises, and knowing with certainty that as before it would be killed by them, it immediately runs away. Being born into the formless realm is also like this: because of beginningless habituation and habituation in the lower realms, having previously heard that there is formless-realm concentration, one cultivated it and was born there. If it were not so, here it is only stated that the intellect of the lower realms arises in reliance on sound, excluding the arisings in the formless realm; hence we know that all intellects condition the universal. Nominal intellect and expression arise—expression referring to names and the like—necessarily in reliance on sound.
