The Commentary states: This means that the seventh consciousness constantly and reflectively cogitates. Stating "constantly" here excludes the sixth consciousness: although the mental consciousness reflectively cogitates, it is not constant, because it has interruptions. Next, the words "reflectively cogitates" further exclude the eighth: although the eighth is constant, it is not reflective cogitation. "Constantly and reflectively cogitates" jointly excludes the five consciousnesses, for they do not arise constantly and are not reflective cogitation. If one asks, "Since this consciousness actually cogitates internally, why does it not state 'internal' here?", it is because the explanation includes the undefiled state, for the Buddha's [seventh consciousness] also takes external objective aspects as objects. These words such as "constantly" each have what they exclude, as explained in the *Cheng weishi lun shuyao*.
