述曰：「法」者，道理義也，有般涅槃之義，名般涅槃法。此中意說，有漏、無漏並有名具，非無法爾種而可言具足、不具足，故即二論證有、無漏種皆是本有。

The Commentary states: 'Dharma' means principle; having the principle of entering parinirvāṇa is called 'destined for parinirvāṇa' (parinirvāṇadharman). The meaning here is that both contaminated and uncontaminated are said to be fully possessed; it is not the case that without innate seeds one could speak of being complete or incomplete. Therefore, these two treatises prove that both contaminated and uncontaminated seeds are innate.
