述曰：此中言等，等取二乘諸小菩薩。他方者，三千界外；此界者，此娑訶界。彼應實變為他方、自界諸淨妙土，若佛菩薩神力所加，變化所作，我亦無遮，且論實故。然淨妙土有別他方，如極樂等亦在此界靈鷲山等。有漏淨土，外法異生亦不應變，不能用故。

The Commentary states: The word 'and so forth' here includes the two vehicles and various lesser bodhisattvas. 'Other directions' means outside the three-thousand-fold world; 'this world' means this Sahā world. They would have to transform in reality into the pure and marvelous lands of other directions and of their own realm. If it were through the supernormal power of buddhas and bodhisattvas acting as emanations, I would not preclude it either; it is just discussed in terms of the real. However, pure and marvelous lands exist separately in other directions, such as Sukhāvatī and so forth, and also exist in this world, such as Vulture Peak and so forth. As for defiled pure lands, external-teaching ordinary beings should also not transform into them, because they cannot use them.
