述曰：下述正義。同現居身他三千界所依之處，說名當地。彼當地一切有情皆能變之，非唯是一三千界變，亦非異地當生者變。欲界欲界同，及至上亦爾。

The Commentary states: Below, the correct doctrine is stated. The locus of support in other three-thousandfold world realms that is the same as the body currently resided in is called 'that ground.' All sentient beings of that ground are capable of transforming it; it is not transformed solely by a single three-thousandfold world realm, nor is it transformed by those of a different stage who are to be reborn [there]. Desire realm is the same with desire realm, and this likewise applies up to the higher stages.
