述曰：經明生滅，名《起盡經》，從彼所明以立經號。若觸但能生受非餘者，應餘二蘊不以觸為依。無心起時，無諸心所，故諸心所皆觸為依。

The Commentary states: A sūtra explaining arising and ceasing is named the Sūtra on Arising and Ceasing, taking its title from what it explains. If contact could only generate feeling and not the rest, then the other two aggregates would not take contact as their support. When no mind arises, there are no mental factors; therefore, all mental factors take contact as their support.
