述曰：此敘彼計，《集論》文意亦非盡理，下破之云「不異定故」。定行相亦能持心住境故，此師亦可，應非遍行。若散亂心，行相無故。

The Commentary states: This recounts their doctrine. The intent of the text of the Abhidharmasamuccaya is also not an exhaustive principle. Below it refutes it, saying, 'Because it would not differ from concentration (samādhi).' Because the mode of activity of concentration also holds the mind to abide on an object, for this master it should also follow that it is not omnipresent, because in a distracted mind this mode of activity is absent.
