述曰：顯種子義，謂有為法有生滅故，於轉變位能取、與果，有勝功能方成種子。

The Commentary states: This reveals the meaning of seed: conditioned dharmas, because they have arising and ceasing, are able to take and give results in the state of transformation; only when they have this superior capacity do they constitute seeds.
