述曰：此遮常．一。此簡自性及我，為常為一，以諸有情起分別心計為我故。言有生滅等，簡彼一、常故。

The Commentary states: This excludes permanence and oneness. This excludes prakṛti and the self as being permanent and one, because sentient beings give rise to conceptualizing minds and grasp them as the self. Saying "having arising and cessation," etc., excludes their oneness and permanence.
