述曰：若法平等，無所違拒善、惡習氣乃可受熏，無記不違善、惡品故。
The Commentary states: Only if a dharma is impartial and does not oppose or reject wholesome and unwholesome habit-energies can it receive perfuming, because neutrality does not conflict with either the wholesome or unwholesome classes.
