述曰：生既現在有，滅無應過去，令同大乘。生、滅二法定不俱世，相違法故，如解惑等。

The Commentary states: Since arising is presently existent, the non-existence of cessation should be past, making them agree with the Mahāyāna. The two dharmas of arising and cessation definitely do not share the same time-period, because they are mutually contrary dharmas, like understanding and delusion.
