述曰：亦不可依，非恒有故。應無心位即非有情，無所依故。此偏對經部，或總俱對。

The Commentary states: They also cannot be relied upon, because they are not constantly existent. Otherwise, in mindless states, one would cease to be a sentient being, because there would be no support. This specifically addresses the Sautrāntikas, or addresses all [schools] together.
