The Commentary states: Below is the exclusion of other non-[destinies], excluding them by means of the four characteristics; this is the first exclusion. This has two senses: First, general exclusion: that is, except for the eighth consciousness, all are non-ripening dharmas, because they are not true ripening dharmas. The intention here rests on 'true' and on the previous word 'primary', speaking in terms of category. When residing in one destiny and one mode of birth, one can give rise to dharmas of other destinies and modes of birth. Second, specific exclusion: below, innately acquired wholesome [dharmas], mind and mental factors of particular retribution, matter, and non-associated formations are excluded. Now, although here 'non-ripening dharmas' is stated generally, outside of what is excluded below, it refers to the remaining applied wholesome and defiled [dharmas], the remaining neutral mind and mental factors, and nutritive and flowing matter, which can all give rise to dharmas of other destinies and modes of birth. The seventh consciousness is not included here, because it is not common [to all schools]. Now what is excluded is what is common to all, which is an exclusion based on the fourth reason among the four reasons, 'unmixed'; this is explained from the bottom up.
