The Commentary states: This is the second exclusion. Among ripening matter there are nine bases (āyatana), excluding sound and the mental base (dharmāyatana); in the formless realm there is no ripening matter. And those karmically induced among the five consciousnesses—namely the ripening-born retributive minds associated with painful, pleasant, and neutral feelings—do not pervade destinies and modes of birth. In the heavenly destiny and apparitional birth, namely within the formless realm, they are completely lacking. This adduces the entire realm; in specific distinct levels they are also absent. The nose and tongue [consciousnesses] are absent in the form realm, and the remaining three consciousnesses are absent from the second dhyāna upward. The distinctions among forms can be understood; places where they are only partially absent are not adduced here. The discussion is framed solely in terms of where they are absent; this is the exclusion by the third reason among the four reasons, [pervasiveness].
