The Commentary states: This is the third exclusion. This refers only to those in the sixth mental consciousness. Although the five consciousnesses also arise without mixture, they are completely absent in the formless realm, as was excluded analogously above, and are not what is spoken of here. As for the particular retributions in the mental consciousness, although they pervade destinies and modes of birth and arise without mixture, they are not constantly present, because they have interruptions; because they are absent in the six states. Or because in unworldly minds and minds of different categories they are all said to be absent; this is an exclusion by the second reason, constancy. However, although this states an uncommon reason, it also implies common reasons, namely the two: pervasiveness and unmixedness. Having substantial existence is also present in common with the above, hence it is not stated here. However, stating what is present foreshadows that what precedes and follows both have the reasons they possess; they should be stated analogously, but to avoid tedious text it is briefly foreshadowed.
