述曰：論主難云：彼界定心即初生位一剎那中，寧不現起？亦由下界串習力故，由如後時。

The Commentary states: The author of the treatise challenges: In that realm, at the single moment of the initial birth, why does the concentrated mind not become present? It should also be due to the power of habituation in the lower realms, just as at later times.
