The Commentary states: This is the author of the treatise explaining. This brings out in general all activities toward phenomena. That is to say, an activity that conforms to the presence or absence of a phenomenon is called an omnipresent dharma, because when an omnipresent dharma ceases, the phenomenon necessarily ceases accordingly. One that does not conform to its presence or absence is called a non-omnipresent dharma, because when a non-omnipresent dharma ceases, the phenomenon may still remain. Now we should first bring out what is commonly admitted: which ones are non-omnipresent dharmas?
