述曰：尋、伺引語名為遍行故，二禪已上尋、伺無故語定隨無。大乘不然，此隨他語。

The Commentary states: Because vitarka and vicāra induce speech, they are called omnipresent; therefore, in the second dhyāna and above, because vitarka and vicāra are absent, speech is definitely absent accordingly. In the Mahāyāna this is not so; this follows the opponent's assertions.
