述曰：此下有二，初略後廣。略中有二：初總解依彼轉言；後別解依彼轉三字。此即初也。

The Commentary states: Below this there are two parts: first brief, then detailed. In the brief part there are two: first, an overall explanation of the words "operating based on that"; second, an individual explanation of the three words "based," "that," and "operating." This is the first.
