述曰：下安惠破，十難第一。此說不然，業通善、惡性，根唯無記失。

The Commentary states: Below Sthiramati refutes, which is the first of the ten objections. This claim is not correct; karma pervades both wholesome and unwholesome natures, while faculties have the fault of being exclusively indeterminate.
