述曰：自下第二，釋自妨難。外小乘等諸異計問：見與二法如何俱起？以此各許自力生故。

The Commentary states: From here down is the second [part], resolving objections to its own position. Various non-Buddhists and Hīnayāna theorists ask: How do [self-]view and these two factors arise together? Because each of them holds that [these factors] arise by their own power.
