The Commentary states: The structure of the first master's text has two parts: first, explaining the root verse; later, explaining the reason why there are no remaining mental factors. In explaining the root verse, first he explains "rest" with two meanings; later, he explains the word "and". This consciousness is concomitant with nine mental factors in total: the preceding four, and the rest of the four—the five factors of contact and so forth—because manas is definitely associated with the omnipresent [mental factors]. Fascicle 55 states: When the consciousnesses arise, with how many omnipresent mental factors do they arise together? Answer: Five, namely attention (manaskāra) and so forth. Yogācāra[bhūmi], fascicle 3, states: Omnipresent through all natures, places, and times, all, etc. Therefore, proving this text, it says "omnipresent in all consciousnesses"; this is one explanation. The word "rest" means the rest of the four defilements; next is the second explanation.
