述曰：此外人問，遍行許有，其別境等何義故無？一一應答：初答別境；次答善所；次答隨惑；後答不定。

The Commentary states: This is the external opponent asking: If the omnipresent factors are accepted as existing, for what reason are the particular [mental factors] and so forth absent? Each should be answered: first answering regarding the particular [mental factors]; next answering regarding the wholesome factors; next answering regarding the secondary defilements; finally answering regarding the indeterminate factors.
