述曰：第二，簡善，其善十一，體非染故，非與此俱，此俱唯染故。自下第三，何故無隨惑？根本前已說。

The Commentary states: Second, eliminating the wholesome factors: the eleven wholesome factors are intrinsically non-defiled, so they are not associated with this [consciousness], because what is associated with this is exclusively defiled. Below is the third section: why does it lack the secondary afflictions? The root afflictions have already been explained above.
