The Commentary states: Whether distraction has a distinct substance or lacks substance, it causes citta to wander and turn toward external objects, arising only when taking external conditions. This consciousness examines internally, so it lacks distraction. This master's intention is that it has a distinct substance. The treatise below states that if it takes concentration among the particular objects as its substance, it is nominal and not omnipresent; the others say it is omnipresent. But now, even if this master posits that it has a distinct substance, because it arises taking external conditions or is discontinuous, it is not omnipresent in all defilements and is absent in this consciousness. First, it is constant; second, it grasps internally; third, it arises from a uniform object; thus it does not wander externally, and so it lacks distraction.
