5.313

The Commentary states: Even if this factor is a part of wisdom among the particular objects, or a part of delusion, it mostly initiates outward-directed bodily, vocal, and mental karma, arising from the three kinds of defiled karma that take external conditions, transgressing standard rules, which is so throughout the three realms. Transgressing goodness in all cases is called 'transgressing rules'; that arises taking external conditions. This consciousness exclusively takes internal conditions, so that is absent. It is also not omnipresent, because it is absent when taking internal conditions. Now, regarding the fourteen such as anger among the twenty-two secondary afflictions, their absence is stated in the text. Why are the five particular-object dharmas, as well as the three secondary afflictions of forgetfulness, wrong desire, and wrong resolve, not stated here, nor that the three secondary ones are non-omnipresent desires? Answer: The three among the secondary are precisely three parts among the particular objects; therefore they are not stated here.
