The Commentary states: 'That other treatises do not state that these two are universal' means: although the real entities of these two pervade defiled minds, when one takes an unpleasant matter as an object, one's disposition does not desire this matter; and when one doubts the principle, one does not ascertain the principle. Toward these two objects, the marks of desire and resolve are not coarse; their subtle entity exists, but their mark is not conspicuous. 'Not mentioned' is said with reference to what is coarse and manifest; in terms of real entity they actually exist, but when these two [unpleasant matter and doubted principle] are manifested, desire and resolve are [seemingly] absent, so they are not said to be universal. This [assertion of universality] is based on their having real entities, which is why they are called universal.
